Hey, Doc,
Exactly what happens when we click the "go down" link, and how do we make sure certain other people are unable to click it?

Why wouldn't you want people to go down on you?
The "Go Down" and "Go Up" links merely take you to the bottom and the top of the thread, respectively. It's useful so you don't have to scroll.
I don't understand the second part of your question. Who else can click it?
