Looking at the July 2008 Monthly U.S. Treasury Statement

Am I reading the numbers on page 5 correctly and seeing that 15% of the treasury outlays last month were to pay interest on their debts? What's an advisable % of a budget that can be allocated to paying off interest on outstanding debt? 15% seems high to me, but I guess that's just the American dream.
